What is Action Card in Poker?

An Action Card is a card on the turn or river which seemingly/potentially would improve the hands of multiple players, thereby creating a lot of action.

Example: In a hand, one player holds AK and one player holds AQ. The flop comes 468, not improving either hand. However, the turn is an action card, an Ace. It improves both hands and causes potential action on later streets.
